A port on a Cisco switch is repeatedly changing between up and down repeatedly. What is this called?

This is referred to as port flapping, which is also referred to as link flapping. It can be caused by a bad or nonstandard network cable, non-Energy Efficient Ethernet (EEE) devices, or non-working or syncing small form-factor pluggable (SFP) devices.
