Any folder created inside of this folder, which happens to be the root of the C: drive, will inherit these NTFS permissions. Whether a user accesses a file locally or over a network, NTFS permissions are still in effect. Share permissions can only be applied to folders and when the resource is accessed via a network; they are not inherited. By default, inheritance in NTFS is enabled. You can disable it by clicking the Advanced button and selecting Disable inheritance.
