While a failing hard drive could induce this error, it's more likely that someone left a USB drive in the computer and it's set to boot to USB before the hard disk. Unless there was an electrical incident or someone sneaking in and erasing it, it's doubtful that the OS was wiped. You would not have gotten this far if the POST discovered an issue with the system. To fix the problem, go into the BIOS/UEFI and alter the boot order such that USB ports are not included, or at the very least, so that the hard disk is listed first.
